四川省自然资源厅副厅长罗旭刚表示，《攀西经济区国土空间规划(2021—2035年)》将“建设国家战略资源创新开发试验区”作为该区的战略定位之一，提出“建成世界级钒钛产业基地、我国重要的稀土研发制造中心和有色金属深加工基地，打造国内资源富集地科学开发利用资源的示范区”目标，落实国家成立试验区的安排部署。

据了解，该规划一方面加强矿产资源勘查开发区域的格局优化和空间保障，促进能源矿产资源基地、国家规划矿区、重点勘查区、重点开采区和重要矿产资源储备区等建设。另一方面，明确矿产开发与永久基本农田、生态保护红线和城镇开发边界的协调要求，规范矿产资源开采有关工作，建立矿产资源勘查开发的空间管控体系，科学协调矿产资源勘查开发利用与底线保护的关系。
